In 2008, UN Expert Professor John Ruggie proposed a “Protect, Respect and Remedy” policy framework for businesses to adopt in relation to human rights, and which was adopted unanimously by the Human Rights Council. The framework rests on three pillars:

• The duty of the State to protect against human rights abuses;
• corporate responsibility to respect human rights and;
• greater access for victims to effective remedy.
