Our membership includes Commonwealth National Human Rights Institutions with category A - C status* and other national accountability mechanisms such as Ombudsmen and Public Defender's Office.

International and regional coordinating bodies such as the Global Alliance of National Human Rights Institutions (GANHRI), and the Office of the United Nations High Commissioner on Human Rights (OCHR), as well as civil society organisations, may be invited to meetings as an observer. Only accredited Commonwealth Organisations may apply to the CFNHRI for Permanent Observer Status.

'Observer' means an organisation granted permission to participate in CFNHRI meetings or other open meetings or workshops without voting rights. The right to speak by an Observer in CFNHRI meetings or other open meetings or workshops will be at the discretion of the chair of the meeting or workshop.

*In determining its membership, the Forum recognizes the GANHRI accreditation and membership status.
